California Vehicle Code § 21458
(a) Whenever local authorities enact local parking regulations and indicate them by the use of paint upon curbs, the following colors only shall be used, and the colors indicate as follows:
(1) Red indicates no stopping, standing, or parking, whether the vehicle is attended or unattended, except that a bus may stop in a red zone marked or signposted as a bus loading zone.
(2) Yellow indicates stopping only for the purpose of loading or unloading passengers or freight for the time as may be specified by local ordinance.
(3) White indicates stopping for either of the following purposes:
(A) Loading or unloading of passengers for the time as may be specified by local ordinance.
(B) Depositing mail in an adjacent mailbox.
(4) Green indicates time limit parking specified by local ordinance.
(5) Blue indicates parking limited exclusively to the vehicles of disabled persons and disabled veterans.
(b) Regulations adopted pursuant to subdivision (a) shall be effective on days and during hours or times as prescribed by local ordinances.

SEC. 7.2.24. PARKING IN DRIVEWAYS.
To Park a vehicle in a manner that blocks a private driveway, except as authorized in Division II, Section 1004.
SEC. 7.2.25. CURB PARKING – RED ZONES.
To Park a vehicle in a red zone indicated by red paint on the curb at any time, except that a vehicle may stop at a Stand with a red curb if that class of vehicle is expressly authorized to stop at that Stand.
SEC. 7.2.26. CURB PARKING – YELLOW ZONES.
To Park in a yellow zone indicated by yellow paint on the curb or signage, except for the purpose of loading or unloading passengers or freight, during any time in which Parking is restricted or prohibited at that yellow zone. Non-commercial vehicles shall not be Parked in a yellow zone in excess of a period of three minutes, during which the operator must be in attendance, under any circumstances during times when Parking is restricted at a yellow zone.
SEC. 7.2.27. CURB PARKING – WHITE ZONES.
To Park a vehicle, except to load or unload passengers, in a white zone indicated by white paint on the curb or signage for more than five minutes during any time in which Parking is restricted or prohibited at that white zone. Vehicles shall not be stopped in white zones under any circumstances during the times that Parking is restricted or prohibited, except while the operator is in attendance; provided that the operator is not required to be in attendance when the vehicle is Parked: (a) at a hospital, (b) at a school when the vehicle displays a Special License Plate or Placard, and (c) at a child care center, as defined by California Code of Regulations, Section 101152(c)(7). This Section shall not apply to Stands designated by the Municipal Transportation Agency Board of Directors for the exclusive use of Tour Buses under Division II of this Code.
SEC. 7.2.28. CURB PARKING – GREEN ZONES.
Unless exempt, to Park a vehicle in a green zone indicated by green paint on the curb beyond the specified time limits.

Public Right-of-Way Accessibility Guidelines
R310 On-Street Parking Spaces
R310.1 General
On-street parking spaces shall comply with R310.
R310.2 Parallel On-Street Parking Spaces
Parallel on-street parking spaces shall comply with R310.2.
R310.2.1 Dimensions
Parallel on-street parking spaces shall be 24 feet (7.3 m) long minimum and 13 feet (4.0 m) wide minimum. Parallel on-street parking spaces shall not encroach on the traveled way.
EXCEPTIONS:
Where parallel on-street parking spaces are altered but the adjacent pedestrian circulation path is not, any accessible parallel on-street parking spaces provided may have the same dimensions as the adjacent parallel on-street parking spaces if they are provided nearest the crosswalk at the end of the block face or nearest a midblock crosswalk, and a curb ramp or blended transition is provided serving the crosswalk.
In alterations, where providing parallel on-street parking spaces with the dimensions specified in R310.2.1 would result in an available right-of-way width less than or equal to 9 feet (2.7 m), measured from the curb line to the right-of-way line, the accessible parallel on-street parking spaces may have the same dimensions as the adjacent parallel on-street parking spaces if they are provided nearest the crosswalk at the end of the block face or nearest a midblock crosswalk, and a curb ramp or blended transition is provided serving the crosswalk.
R311 Passenger Loading Zones
R311.1 General
Accessible passenger loading zones shall comply with R311.
R311.2 Vehicle Pull-Up Space
Accessible passenger loading zones shall provide a vehicular pull-up space that is 96 inches (2440 mm) wide minimum and 20 feet (6.1 m) long minimum.
R311.3 Access Aisle
Vehicle pull-up spaces shall have adjacent access aisles complying with R311.3 that are 60 inches (1525 mm) wide minimum extending the full length of the vehicle pull-up space. Access aisles shall be at the same level as the vehicle pull-up space they serve and shall not encroach on the traveled way.
R311.3.1 Clearance Adjacent to Passenger Loading Zone
The center 50 percent of the length of the sidewalk, or other surface, adjacent to an accessible passenger loading zone shall be free of obstructions and comply with R302.6.
R311.3.2 Marking
Access aisle surfaces shall be marked to discourage parking in them.
R311.4 Surfaces
Surfaces of vehicle pull-up spaces and the access aisles serving them shall comply with R302.6, except that changes in level are not permitted.
PROWAG R311
The Mayor’s Office on Disability standard accessible passenger loading zone layout is an approved alternative design, which requires much less on-street space while meeting the requirements of PROWAG

San Francisco Planning Code Section 155(u) requires development projects of more than 100,000 net new gross square feet in the Central SoMa Special Use District and Van Ness & Market Residential Special Use District to implement a driveway and loading operations plan. The following establishes the San Francisco Planning Department’s guidelines for driveway and loading operations plans in those areas. These guidelines should also be used for development projects subject to a driveway and loading operations mitigation measure or improvement measure.
