Navigating bureaucracy

Navigating the complex bureaucracy of city agencies can be a daunting task. Whether you're embarking on a large-scale project involving multiple loading zones or simply have a quick question, our team is here to simplify the process and provide expert guidance.

We specialize in designing passenger loading spaces for a wide range of facilities, including large commercial and residential buildings, childcare and educational facilities, restaurants, commercial kitchens, businesses, hospitals, veterinary clinics, and college campuses. We can help you determine the most suitable zone type, identify potential challenges, and ensure compliance with SFMTA qualification criteria and federal accessibility requirements.

We can help you design zones for efficient commercial deliveries, food pickup and drop-off, and package delivery services (UPS, FedEx). We also assist with planning for trash removal operations.

Our team is experienced in preparing driveway and loading operations plans, as required by San Francisco Planning Code Section 155(u). We can review your specific needs and recommend the optimal location and size of small red zones near driveways to ensure easy garage access.

About Paul Kniha

Paul holds a Bachelor's Degree in Urban Studies and Planning from San Francisco State University and an Associate Degree in Real Estate from City College of San Francisco. Paul worked with the San Francisco Municipal Transportation Agency (SFMTA) for over ten years.

During his tenure at the SFMTA, he managed the Color Curb Program, which had an operating budget of over $1.5 million. He has considerable experience conducting surveys, drafting legislative agendas, reviewing submissions, and conducting and moderating public hearings. Paul implemented thousands of Passenger Loading Zones, Commercial Loading Zones, Disabled Parking, and Short-term Parking spaces within the City of San Francisco.

Paul also served on the Street Design Advisory Team, where he was responsible for reviewing hundreds of new construction projects and negotiating complex curb layout designs to ensure project operating needs were met and compliant with the ADA regulations. Paul has a deep knowledge and understanding of the urban design principles outlined in the San Francisco Better Streets Plan, NACTO Urban Streets Design Guide, and the US Access Board Public Rights-of-Way Accessibility Guidelines. Paul has become a recognized leader in federal accessibility compliance for Blue and White Zones.
